form 918b for U visa

Hi

can someone tell me what sort of NGO's or other bodies can sign the 918B form required to file a U-Visa??

The police station in question is refusing to sign it - but I have read in plenty of online sources that many NGO's and bodies like EEOC can sign the 918b

Does any one have any experience of this - I have the police report and even a video copy of the testimonial i gave (thus proving that I helped the police)
