Fraud done by Chinese Company, Do I have a Case?

Recently I was doing a Online transaction through a company located in China (I am in USA), When they had not provided the goods which I had bought and paid for through PayPal, I had opened a PayPal dispute. The Dispute manager kept trying to not refund me and moved from 3 days till I got my order to 1 day (All within about 2 hours mind you). At that time the rep on their live chat system said to me that the dispute manager had agreed to Pay my refund aslong as I closed the dispute. Once I closed the dispute they would not refund my money (Which was clearly fraud). I have a serious anxiety condition which caused me to have panic attacks regarding all this. I finally got a refund, after opening a chat and just asking if they had the product in stock them not knowing I had a order, once they said yes, I demanded a refund or the order, they finally refunded but the damages were done. Do I have a case against this company?

so Panic attacks aren't considered damage even when caused by the actions of this company?
Your emotional state can't be blamed on a business transaction with a company in another country. This one transaction didn't cause your panic attacks.

ok I understand that, but what about the fraud part that they did do? Can't something be done tho? I might not want money or anything but like to see this company shut down to stop ripping people off, if you have a look at their forums it's filled with nothing but begging for refunds and people who have been ripped off. So no action can be taken against this company eh?

Dude, they're in CHINA - how do you think you're going to shut them down?

Look, I'll say it one more time. You have no case. Even if, and or but.
