Fraud or not?

What is the name of your state? Indiana
I purchased a high end gaming computer with all top of the line parts , or so i thought, back in August of this year. I recently had technical difficulty with one of the video cards and come to find out that I ordered a different video card than was shipped. I ordered all Asus parts which included Motherboard and 2 Video cards. Well one of the cards was made by a cheaper competitor Sapphire and I was not notified about this and would have not found out if it wasnt for the cheaper card having issues. I then looked up the card on numerous websites only to find out that the Sapphire card that they sent me in place of the Asus was roughly 200 dollars difference to my behalf.
Is this considered fraud or against the law because it should be if it isnt and would someone recommend further advice. I purchased the system in August for $4000 to a company online based in California.

Have you contacted the company about getting a refund for the differece, or having them send you the right card? That would be your first order of business.
