What is the name of your state? Ohio

In 1998 I purchased a home that was sold as having a septic tank followed by a leachbed, but recently I have found that I do not have a leachbed, only a septic tank with a pipe that goes to a creek.

I have heard that there might be a statute of limitations on these issues, but that they only apply from the date of discovery, not the date of purchase. i.e. if the statute in my case is four years, I still have recourse because it has only been recently that I discovered this matter.

Is there a statute of limitations on this? If so what is it?

Do I have recourse? (the signed papers say there is a leach bed) If so, what? Can I sue for the cost of replace and repair? Whom do I sue - the previous owner and/or the real estate agent that was selling the home?
