What is the name of your state? GA
Here is a 2 parter.
1. Hypothetically of course, if I were fired from my job and received a severance package over $25k and then started a new business but did not plan to draw a salary for the first 6-12 months, should I be eligible for ui benefits?
2. If I did get checks from ui, while I was gainfully employed but not choosing to take a salary, could I get in trouble and if so, what kind of trouble?
Someone recently told me that was fraudulent, so I wanted to get other knowledgeable opinions

I am not familiar with Georgia's laws/rules on this but I would guess they are similar to most others.
In any state I am aware of you have to be able, willing, and actively seeking employment to be eligable for UI.

If you are working somewhere, you obviously could not be able or willing to accept work elsewhere, nor would you be acitvely seeking employement, correct?

If you lie to them, you would be committing fraud.
