What is the name of your state? Ohio - This is a Federal Court proceeding.

Could someone please help me in finding, to cite the correct reference in the Federal Rules of Civil Procedure, under Discovery, that requires a party to produce evidence in their posession? The Defendant has records and files in their posession that is critical evidence, I would like to know the first and proper step in compelling them to produce this evidence.

Serve them a request for copying/inspection of documents. Look at the federal rules.

It depends on what you specifically want.
