What is the name of your state? Georgia and florida

I recently met a woman who wants to give away a car that her brother-in-law gave to her (because she no longer wants anything to do with him, etc.) the only problem is that even though she has a bill of sale from him when he gave her the car, she never bothered to file for a title after she got the car, so there is no title for the car. can she still file for a title in georgia?? or can i get the car and take it home to florida and apply for the title using the bill of sale??

You will require the original title signed by the legal owner or a release of interest signed by the original owner. A bill of sale will not do.
