Friend won't clean

I have a friend who is staying with us in the basement. She was homeless and we wanted to help. She refuses to keep the space clean no matter how many times asked. I've asked, nagged, bought things for her to organize to know avail. I said i will go and clean myself and she said I have no legal right to touch her stuff. We have no rental agreement or anything. She sleeps downstairs in a nice room and uses our baths and stove, etc. Does she have any legal rights?

My concern is that the basement is not suitable for being a "bedroom".
