Frozen Money in PayPal - NY

I live in NY.

I have a unverified PayPal account that I have no way to verify, since I do not have a credit card nor a checking account, I have $50 frozen in my PayPal account that I cannot remove.

Recently PayPal has randomly selected my account for security maintenace (For unverified accounts to be verified), if I am unable to verify my account within a certain period of time, my account will be locked.

Countless times I have emailed PayPal, but they always say the same thing; to add a credit card or checking account, even though I've said every time that I do not have either. Also I have talked to them over the phone a couple of times, and they say they can't do anything unless my account is verified.

Is there anything I can do about this legally if my account is locked?

Buy something on Ebay or somewhere that takes Paypal, or donate it to your favorite charity that takes PayPal.

If this person is not verified then he can't even buy an item using Paypal. The only thing a person can do with no checking or credit card number is collect money through Paypal. The sad truth is even though you can collect money through Paypal you can't withdraw it. Makes no sense to me, but that is Paypal for you!

However, I do believe after a certain timeframe Paypal does refund you through a check and they consider your account closed.
