Does a non-custodial mother have a right to know where her children live according to law in the State of California? My father is trying to frustrate my mother's rights to visit my little sisters by refusing to give her is new street address in CA. Since my father is trying to frustrate my mother's visitation rights, would a court give my mother joint or full custody?

Providing there is not some abuse protective order in place, then the CP is responsible for ensuring the NCP knows where the children are and follows through with court ordered visitation. If the CP continues to deny court ordered visitation then it can be grounds for a change in custody.
