Does the FSIA protect the state judiciary from getting sued by inhabitants of the same state?

I suggest you "google" Foreign Sovereign Immunities Act (Title 18, sections 1602-1611, of the U.S. Code).

This Act determines how, or if, a foreign sovereign nation can be sued in U.S. courts. The Act was used this year to protect Saudi Arabia from lawsuits brought by 9/11 victims' families.
