fuel surcharge added AFTER purchase

I recently shipped 2 packages using a major shipping companies website & paid for the purchases with my credit card & got a receipt.

I have just gotten a notice in the mail from them that they added an extra $5.48 to my credit card for a fuel surcharge.

Is this legal to do? I know it is not much money, but I don't like the idea that they can go back & charge monies to my card a few days AFTER the completed sale.

read the terms and conditions which were provided to you when you purchased the shipping. You will find an afreement in there that fuel and other surcharges may be added.

The receipt has an ** and says rate includes fuel surcharge.
The new bill they sent shows the original 50¢ surcharge - then the adjusted fuel surcharge of $5.48 which they billed separately several days later.
