What is the name of your state? Washington State.

Can anyone tell me if there is any legal duty for an insurance company to Fully Compensate me for my loss in Washington State?

I was injured due to a third party’s acts.

The insurance company is offering me 18 cents on the dollar based on my loss model. I am asking for about 85 cents on the dollar right now.

Is there an effective way to demand they Fully Compensate me (offer me 100% of their loss model)? I am certain their model is closer to my demand than it is to their offer.

What's with the "models"? The issue is probably the % of fault on each party. Apparently the insurer feels its insured was only 18% responsible and you feel that they were 85% at fault. That's where the percentages should come in. As for being compensated at 100% that would mean you had no fault at all, not likely. Note also the policy limits. You will never get a 100% if policy limits are below your claimed damages.
