Gave chance to buy....Please Help

I have people renting my house. I told them that they could do any remodeling (money from their pocket) they would like while they were renting, as long as it did not damage the house or lower the value. They decided (after long time has passed) that they would like to buy. I accepted and set a price and payment plan. They accepted. Since our schedueles are so different, i set up a plan with a "notery" to sign a contract. I gave them several opportunities over several months to sign this contract at their own convience. They never signed it, and they have never brought the matter up to me, but they assume they are paying to buy the house. Now they just drop off the rent in my box and it seems like they are avoiding me. Do I currently (under these circumstances) have the right to not to sell to them, since they never signed the contract?

I apprieciate(sp?) any help in this matter.
