To make this story plain and simple, I am a female employee, been with the company for a little over 5yrs. now. Have submitted several interests forms to be promoted and all of the jobs have been filled by male employees whom have either quit the company and came back or just happened to be at the right place at the right time, or told they would be given the job. Can you help me with this matter? THANKS

A policy of always promoting, or favoring, males is illegal. Period.

I don't know the facts or what company you are with or how your performance is regarded, and thus I am not sure what else I can say. You should ask why you were not promoted and what other qualifications you'd need to get promoted.
