California Can my attorney, whom I gave General Power of Attorney to, spend or commit my money before I even get it?

It depends on the terms of the document. Not sure what exactly you mean by spend or commit. If you mean that your agent is spending the money for his own personal benefit, then most likely he is not authorized to do that, unless the document explicity says that he can.
