$6500 offset going to a 10 year old debt.....

When I bought my home with my first husband in '89 we took out a second in '91 of $10 for home improvement.
We divorced and I filed personal bankrupcty - he did not.

All these years he has been getting an offset of tax refunds to pay toward the debt because it went to HUD. He just filed personal bankruptcy (2000) and now Dept of Treasury just offset my taxes to pay for the debt. I have never had an offset in 10 years and always had some sort of refund come to me. I have never been contacted to repay the debt. As far as I know the debt was paid down and I have not heard from still and cannot get any answers from them by phone.

Has anyone had a problem like this and do you think it is solveable - in my favor of course.
Is this just the way it is with the government????
