getting a title to car

My BIL bought a car from a dealership. He paid the car off and then they went out of business, and now can not be located. They never sent him the title. He is unable to get tags, insurance, etc because he has no title. My question is: How would he go about getting a clear title for the car if the "title owner/dealership" cannot be found? Any suggestions? Thanks
