Getting out of state license

I have a friend who is revoked due to DWI. She plans to move to either Wisc. or Mich. due to her job. Can she get a license in either of those states, once she establishes legal residence?

Watch out!

Tell her to stay away from Mich. I just moved back there after having a DUI in Calif. 5 1/2 years ago and they want to suspend my license all over again even though I went through everything Calif. requires for suspensions, fines and community services/classes!
