what are my chances to get someone back into the country, that left the country voluntarily.

He came from his country on May 27th 2001, and inside immigration at JFK they questioned him about his estranged wife who supposedly was put in jail, for an unknown reason, they would not specify, Because he didn't know his wife had gone to jail, and had been estranged for quite sometime, they told him to either voluntarily leave the country or see the judge, well not knowing what his wife had done and his father was ill in his country, he chose to go home. The immigration officer told him that he could come back with no problems, Well now with the Sept 11th Problems, Will it be harder for him to come back or were they lying to him in the first place(immigration) when they told him he should have no problems coming back here. what should he do there? Or what can I do here? Beside file for divorce for him here.
