How does the gift tax apply when a parent makes a gift of a single piece of property to 3 of his adult children. If the property (cabin) is worth $30K, is the giver covered by the allowable gift tax of 10K per individual even though it is 1 piece of property?

Correct. The gift of an undivided interest in property worth $30,000 to each of 3 kids is in effect a gift to each kid of $10,000.
