Hello all. I am asking these questions on behalf of my mother and father. We live in the state of Tennessee. My sister and her husband moved back to Tennessee (in the home of our parents) in the early part of the year of 2004 from Floridia. At that time she had just given birth to a beautiful little boy whom will soon be turning 2 in March. After living in the home with my parents for about a year my sister and her husband decided to move back to Floridia without the baby. My sister wrote on a piece of paper stating that she was moving back to Floridia and that she was giving up her rights and that my parents were to have sole custody of the baby. My problem is that I told my parents that I didnt believe that would work (probably worth no more than the paper was written on). What would be the next step/s toward getting this legalized? Any advice will be greatly appreciated.

You are correct. That piece of paper is worthless. The only option for your parents at this point is to file for guardianship of the child in Tennessee then once they have guardianship, seek a Termination of Parental Rights on the grounds of abandonment of BOTH parents then adopt.
