What is the name of your state (only U.S. law)? CA.
THere exists GPS Tracking software for cellphones. You must know the the following: Owners name, Carrier, and phone number. I've tried it on different numbers and as far as I can tell is accurate, it gives the locations of the cell user and location (French Software Co.).
Is this legal?

When people activate their GPS, they typically must agree to a UA indicating that there is nothing private about what they're doing. Furthermore, they have the option to turn off their GPS.

So, to anwer your question...I have no idea! :p
