green card issue

What is the name of your state (only U.S. law)? florida...i have posted before and appreciate the responses. I have a meeting with an attorney tommorow and would greatly appreciate any info...My wife is a U.S. citizen and we have petitioned for her mother and father for green card which is no problem. The problem is her 12 year old brother.

Would this work in getting them all here together at the same time. Mother and father come here on green card. 12 year old comes here on his tourist visa and we enroll him in public school (which I understand is not a problem) In 3 to 5 years when atleast one of his parents become U.S. citizen we then have them petition to change his status. He will be approximately 15-18 years old then. Will the fact that he is out of status affect changing his status. I have read elsewhere that this could be done as long as he doesnt turn 21 by the time we apply. Are there any serious consequences to doing this that we should be aware of or will it work.

Also, can parents come here on there tourist visa while waiting for there green cards and stay here until they get it?

So he comes here on visitor visa(which he already has) we can then enroll him in public school, he goes out of status after 6 months and when one of his parents gets citizenship they can petition to change his status? The fact that he in theory is here illegally for 5 years or so wont come into play? I apologize for the redundancy, however, as important as this is I dont want to make any mistakes.
