Upset Neighbor

I live in a HA covenant restricted neighborhood. Covenant states that boats/campers and other RV vehicles are not to be stored in driveways and out of neighboring homes sitelines. I live in a court and last year a neighbor parked a very large speedboat in their driveway for 6 months. This same neighbor is now storing a large camper in their driveway. It is clearly in view from the front of our home. The neighborhood assocation officers do not seem to do anything about these violations as I notice other homeowners doing the same thing as well as other violations. I did not complain last year about the boat, but I want to do something this year about the camper but feel the officers won't do anything. What can I do? Thanks for any information you can provide.
