I suppose you could ask your mom to park her car elsewhere if your SUV is too big to fit in the garage when her car is there.

Again, your handicapped placard means SQUAT except for parking in spaces marked for disabled persons (and even then it's subject to other access restrictions).

If there are restrictions on residents parking in common areas the placard doesn't bypass those. The community is under no OBLIGATION to allow an exception.

That's a great suggestion. OP should also consider getting a smaller car that would be easier to park inside the garage. The SUV obviously isn't small enough.
