harassed, discrimination?

I am renting in Minnesota. I have been harassed since I moved in. There has been problems with the sewer system, in which I was blamed for washing clothes too much, having too many guests etc. They sit outside and spy on me. It is a duplex. To make matters worse, now they said my rent is going up $100 because of high fuel costs. I don't even control the heat. The guy in the apartment below me has control of it and his rent has not been raised. I feel like I'm being discriminated against, or they are doing this in retaliation because of the sewer problems. I think they are trying to get me to move.

hey YOU.........MOVE or pay the increase....

UNLESS you have a lease, then they cannot raise the rent or change ANY of the terms..UNTILL the lease ends...
