Harassment by Law enforcement???

My husband is a commercial fisherman in Florida. Almost everyday we have law enforcement by our house and by our boats in marked cars, unmarked cars, boats, airplanes, you name it. Great way to spend tax dollars huh? Anyway, they board his boats and search them without his permission and without a search warrent. He has spent 30 days in jail for something that one of the head law enforcement officers has said is not illegal (that is under appeal) He can not go out and make a living on his boat without them aggravating him, we can not go for a pleasure ride without them aggravating us, we can not even go for a car ride without seeing them right by our house! I am fed up and so is he. Is this harassment? What do we do?
