Harassment - what does it mean?

an ee has filed a charge claiming harassment because of ethincity, the managers she name as harassing her notified her of reasons for her termination and actions that need to be taken to work through the end of the contract period but they were not involved in the discriminatory action she is claiming. It seems as though the employee names anyone who has contact with to finalize the termination but were not involved in day to day discriminatory interaction or in the decision to terminate. For example, the employee has been told on several occasions to vacate an office and have told her to continue to refuse to do so is insubordination. Is this harassment?
