HARP and second mortgages

What is the name of your state (only U.S. law)? VA

Does anyone know if it is possible to refinance a first and second mortgage into a combined new first mortgage under Obama's HARP program? I can't seem to get the company that holds my first mortgage to return my calls.

It may be possible, but not all loans fall under the plan. Bank owned mortgages that were never sold and never had anything to do with Fannie or Freddie are NOT part of the plan, for example.
