I am not sure if this is the right place for this question?!?!

I feel as though I am being harassed by my counties "Planning Commission". I received a notice from them back in September '08 saying that my property has become a nuisance and an environmental hazard. My wife promptly called them to find out what was wrong and what we needed to do to resolve the issue. They asked us to take care of several things, which I still do not understand how they constituted a nuisance or an environmental hazard. However, we did everything they asked!!! Yesterday (Jan 08, '09) we received another notice saying that once again my property has become a nuisance and an environmental hazard. They listed several items, a "rusty tank" laying beside my car (my propane tank for heating my garage which somehow was knocked over and I did not notice), siding and wood scattered on my property (I have 2 pieces of siding laying in front of my garage that I have not put up from a couple of weeks ago when I finished residing a section of my house, I have no wood "scattered" anywhere) and my boat needs to be in the garage or licensed (I have been restoring the boat and had already moved the boat from my side yard to beside the garage as they asked me too in September, I have not licensed it because it is not usable right now). Granted none of these are issues that I cannot resolve very easy, but I feel as though this is plain and simple harassment! Especially since there is a house that was built in front of a piece of my property that the builder/owner had to dig out a section of my property to build and this has left a 25-30 foot cliff between my property and his property. This has been there for over a year without any attempt to fix it or any one from the planning commission sending them any type of notice about it. There are many, many more properties around the area I live that are far, far worse than mine! Can you give me any advice? Am I being overly sensitive? Thank you in advance for your help!
