Harrassing Ex-Con Neighbor

I hope someone can help.

Our neighbor who lives two doors down is a single woman who owns her home. Her son lives with her and was arrested three years ago for running a "Meth Lab" out of this house. He was paroled for a year and recently taken away again for parole violation (possession of two firearms and a cross-bow). Her nephew also lives in the house and has been arrested for several lesser charges. Both are paroled again and back home now.

The biggest problem is the son (40+ years old) who harrasses the neighbors with either threats or sexual comments (to female neighbors and young girls from a nearby High School). He listens in on neighborhood baby monitors with a scanner of some sort and then harasses neighbors based on overheard information. He approaches any neighbor that does call the cops on him and threatens (maybe he gains this information from the scanner?) They have a vicious dog and a large untreated pool that is a health hazard. The house in general is falling apart from lack of upkeep.

The legal question is "Is this home owner responsible for all the harrassing and illegal activities her son is doing in and around this house?" The underlying question..."Is there ANY way to get rid of these people?" MANY people have left the neighborhood, new ones don't stay long. We don't want to leave, but we too have a young daughter...any advice would be welcomed.

**A: keep calling the police, hire an attorney, file a TRO, hire a hitman..........
