Harrassment By Mayor

What is the name of your state? Illinois.
I couldn't find any relevant instances of the situation I'm experiencing, so I'll try to explain it fully.
For at least the last 15 years, me and my neighbors in this part of town (1100 population), have complained about the speeding semi's that go by here. We are located four blocks from the downtown 4-way stop area and the city limit sign is only two more blocks further out. By the time the trucks reach our area, some are going in excess of 50-60 miles. We have lots of children in the area and don't want them ran over. We repeatedly petitioned the Mayor and City Council to do something about this problem. Their solution was to just lower the posted speed limit in our section alone from 35 mph to 25 mph. Some of our citizens now have been pulled over for speeding, but not the semi's. Well, I finally got fed up with the Mayor's innaction and decided to run for the office myself about 8 years back. I lost, but because of the fact that I even challenged him, he now seems bent on taking out his vengeance on this side of town. One particular neighbor that was very vocal about the speeders is also being harrassed. He is a junkman and the Mayor got an EPA official to come down to his property and fine him if he didn't clean it up. Maybe a valid issue, except for the fact this neighbor has a wooden fence that you can't see through and notice the rubbish.
The next tactic the Mayor used was that every vehicle in the state of Illinois had to be insured and licensed or it would be hauled off after 7 days of non-compliance. The Mayor, from what I have found out, only enforced this law on three people at this part of town. I have asked around and nobody seems to have been aware of this issue. The Mayor sent our local police officer to inform us of the situation about our small car, which is in perfect mechanical and working condition but we use it in which to store household stuff, and this officer also told us that she was informing every single household in town of the same law. I have since found out that this did not happen, many others were never informed.
Our Mayor has been caught in several illegal acts, which the local States Attorney would not prosecute. Things such as violating the Open Meeting Act, exorbitant "extortion" taxes on certain video game machines but not others, which is not legal to do here, and even gambling at the Legion! (Which is illegal in the state of Illinois.) I hope I am conveying what sort of character he has.
Back to the unlicensed vehicle situation. I went around town at that time this happened and have been around many more times. I could and still do see vehicles that have no doors or fenders or bumpers and obviously no license plates on them. These vehicles have not moved in months. I don't want to get these people in trouble, my only wish is to find out if there is something that can be done with this Mayor who takes the law into his own hands and enforces it where and when he chooses, and not unilaterally like he should. Surely it is against the law to fine some people and not others. I haven't, in my opinion, even come close to describing how bad he is. He's even been caught fixing the election so that he gets re-elected over and over. Nobody likes him, but for some reason, he's always back in office and nobody can do anthing about it or those who could, won't do anthing about it.
It was I who was denied admission to the Council Meeting for which he violated the Open Meeting Act, so I know firsthand what he's like, and it was I who took it to the States Attorney in our county to have him prosecuted. The States Attorney said he didn't want to pursue it at the time. How can the citizens here get the law to do it's job and arrest this criminal or at least get him out of office. He should go to jail for the crimes he's committed. We would if we did those things. He even had his own wife committed to a retirement home, and they're not that old, mid-60's. That's the kind of character he is.
Sorry this post is so long and rambling, but I really had to describe these situations in their proper light.
