Harrassment from 'Competitor'

Please forgive me if this is not the correct forum.

We live in a town of 800 people where we have the only convenience store. A local yokel has decided to build his own convenience store across the street. So be it. We are working on wrapping up the business in the next 6 months and moving anyhow- we still have a few things to pay off first. We have told him this.

His store is not even complete and will not be for months. However, he has called the Department of Ag on us for various reasons, the Health Dept, the Dept of Revenue, ABC...yada, yada, yada. We know it's him complaining because our one police officer told us it was him when he complained our beer license was not legal. (It was.) There are never any major violations and whatever minor ones get taken care of. Everyday it's something else. Every day. Of course, the rumors fly- the truth is never as fun as fiction here in 'JerrySpringerville'. As of today, he will no longer be allowed in the store because of his latest shtick. (Dept. of Ag, weights and measures-AGAIN.)

This guy is a local rancher-a good ol' boy- in with the city council and local bankers, blah, blah, blah... he likes to come into the store and make 'off' comments that would seem he got from only someone who would be in the know...The guy's an ass, he loves being an ass but I'm tired of the harrassment. He thinks if he chases us out he'll have the whole town under his wing BUT we only lease the building. When we're gone, somebody else will move in.

Could this be construed as harrassment? We called the property owner and his solution was, "Go kick his ass!" (Sage advice from someone who lives 3 hours away.) The guy has put his ranch on the line as collateral to the bank so he stands to lose everything. I have no doubt he will try to burn the place down eventually. I wouldn't care except we live in the apartment behind the store. I'd like to not wake up dead. He's crazy and mad with power enough to do it.

Please tell me there is at least a law that will keep his fat ass from walking around without a T-shirt. His boobs are bigger than mine.
