I'm not sure if this is the right forum to post in, but I've noticed other harassment posts in this forum. Does anyone know if there are laws that deal specifically with harassment?

I'm living overseas at the moment. And it seems someone in the U.S. has hired a company to do surveillance on me here, and then also harassment. By harassment, I mean, over a period of months, the surveillance observed where I usually go, where I work, and where I live. I like to go swimming. So now when I go to the pool, there are anywhere from 1 to 5 people there who are trying to intimidate me. I will find strange people waiting for me at bus stops or following me about town. Are there laws to protect against this kind of behavior?

The laws of the country in which you are living would be the ones that matter, and this site deals only with US law.

Under US law, what you describe does not constitute illegal harassment; however, you have not provided enough detail to give a definite yes or no answer.

Not any laws, but there is medication that can help.

It has gotten to be very obvious. Other people have also noticed what is happening.

But if the person who hires out the service is a U.S. citizen living in the U.S. The harassment would have to also conform to the laws of the U.S. otherwise the U.S. citizen who hired the service would be liable?

Hmmm . . . that's interesting. Couldn't it be considered a form of stalking?

At what point does it become illegal harassment? What is the boundary? Physical contact? Words exchanged?

It seems they are spending about $1000 - $3000 per day.

But if the person who hires out the service is a U.S. citizen living in the U.S. The harassment would have to also conform to the laws of the U.S. otherwise the U.S. citizen who hired the service would be liable?

So what you are saying is that if someone in Bosnia, say, or Iran, is hired by a citizen of that country and come to the US and do something that is legal in their country, but may or may not be legal here, they're protected because their action conforms to legal standards in their home country? I don't think so.

It becomes illegal at the point at which it does not conform to the laws in the jurisdiction where the action occurs. With regards to stalking laws in the US, those are all over the map. It could be legal in Missouri and illegal in North Dakota. Since we don't know what country the action is occuring in, we have no way of knowing if it's legal there.

No, I'm saying, someone in the U.S. is hired by someone in Bosnia or Iran to do something to another Bosnian or Iranian in the U.S. that is legal in the U.S., but illegal in Bosnia and Iran.

In other words, a person does something that would be illegal in their home land in a foreign country.

If Smith, American, hires an Angolan to kill Jones, American, in Angola. And if Angolan law said it was alright, is Smith not liable in the U.S.?

Yes, because conspiracy to commit a crime is illegal in the US.

But what you are describing is NOT illegal in the US. So there is only any legal recourse if it is a crime in the country where it is taking place.

Why don't you just walk up to these "strange" people and ask them what they want?

BTW: you know what you are doing every day. Why don't you tell us why anyone would be interested in you? No one puts out that kind of money without a reason (IF it's really happening).
