What is the name of your state? California
I am on vacation in another state and my friend says that he dont know where some of my mail is at and that he opened some of my mail.
Can he open my mail without permission and can somebody throw my mail away.

Your US Mail is your responsibility. The better question begs in that, did you give your friend sole authority
over your mail while you vacation away? If so, and you can 100% prove that he did what you stated, then,
contact the Post Master General, and file a complaint against him.

For all practical purposes, little is going to come of this unless you have some kind of a loss. The Post Office is not likely to exercise any jurisdiction over the mail once it has been delivered, and the cops are going to be hard pressed unless you can assign a dollar value to the "theft" of your mail.

Perhaps you shoudl contact another friend to pick up your mail.
