What is the name of your state (only U.S. law)? Florida
If you are dropped from full time to part time , can they take away your health benefits. He is now working 32 hours.

If the plan says that only employees working X hours qualify for benefits, and he is now working <X hours, then not only can they, but they are REQUIRED to remove him from the plan. He may be offered Cobra under these circumstances.

Partial unemployment won't get you health insurance, nor will it give you enough money to pay for Cobra.

Now, if YOU have insurance through YOUR job, his losing his coverage would be a qualifying event that would allow you to add him to your coverage outside of open enrollment.
