Is it legal in California, for an employer to change a health insurance provider, without first consulting employees?

Of course, they don't need to "consult" you. It's the employer's plan to which YOU are given access. They do need to notify you.

However, please share more details.

It is legal in all 50 states for an employer to change a health insurance provider without first consulting the employees.
