hearing to appoint attorney

What is the name of your state? Virginia

If there is a hearing set "to appoint an attorney"
for the defendant, does that mean he is declaring
himself indigent and getting a public defender?

He is my exboyfriend so I am not allowed to
ask him anymore because the charges are
assault and battery against me.

He offered me money to not cooperate
with the prosecutor, but I did not call him back.

I am just trying to figure out if this means
he is declining to hire his own attorney,
if there is a hearing to "appoint" one for him.
