Held Hostage By 17 1/2 yr old son's drug addict friends in Virginia

Virginia - My friend is a single mother with two troubled children. The oldest, a 17 1/2 year old boy, has taken up with the worst kind of crowd; drug abusers and probably dealers. Each day, regardless of how many times the police have come to throw them out, they return afterwards and take over the entire apartment, causing a disturbance and damage. The apartment complex has stated that, if the police come again, she will be evicted. The police have stated that, if they need to come again, she will be charged with contributing to the delinquency of a minor. She consistently tells them to leave, but they ignore her until the police arrive. It’s a nightmare.
She just last week moved into this apartment in order to get away from them, but her son allowed them to follow him to the new apartment. She’s still on the lease of the old apartment, and this morning, her son threatened her (through her mother, his grandmother) that if she doesn’t allow them to go and “hang out” at the old place, they would go there anyway and “trash it”.
What in the world can she do?

Well, she could forcibly put her son in rehab until he turns 18.

Inform the landlord at the "old place" that they have moved out, and suggest that the landlord call the police if any trespassers show up and break in.

Does VA have any sort of CHINS/PINS (Child In Need of Supervision/Person in Need of Supervision) program that could help?

Well, she could forcibly put her son in rehab until he turns 18.

Very few rehab/RTCs will take unwilling patients. The ones that do are very, very expensive.

If mom is calling the cops, they need to do their job and arrest the son and the others who are doing drugs.

If mom is not the one calling the cops, she needs to start doing it. The minute one of them show up, she needs to dial 911.
