Help! Body shop didn't give estimate in WA

Hello everyone!

I'm in a bit of a situation... I have a 2002 Jetta and a few weeks back I T-boned an Accord at ~3mph leaving a parking lot.

Long story short, first body shop I went to quoted minimally $1,500 and $4,600 to "fully" fix my car. They also didn't think the frame was bent, but I personally think it was painfully clear it was bent just looking at it, plus the steering was about 30 deg off to the right.

So I took it to another shop, which several of my co-workers recommended me to, the owner walks out, instantly says, "Yep, your frame is bent." I ask if he can ballpark me how much it would cost to straighten and is exact words were, "Oh, about $500-$700." This is all I've heard thus far price wise. :confused:

Fast forward almost a month now, they finished it mid last week but lost my phone number, which I'm positive I gave it to them. I stopped in last Friday because I left my contacts in the car and they we're like, Oh, by the way, your car's done but we don't have your phone number. I left. So here's my situation: to my understanding, Washington State law states a repair facility must provide the customer with a written estimate. Can I refuse payment and take my car because they provided no such thing?

The exact wording:
(1) Except as provided in subsections (3) and (4) of this section, a repair facility prior to providing parts or labor shall provide the customer or the customer's designee with a written price estimate of the total cost of the repair, including parts and labor, or where collision repair is involved, aftermarket body parts or nonoriginal equipment manufacturer body parts, if applicable, or offer the following alternatives:

What do you guys think? I don't want to go in there without a solid plan because I'm sure they'll just try to BS their way out of it.
