Help on Upcoming Child Support Hearing

Ok here is my situation I'll try to keep it as brief as possible.

Oct 2005 my ex who was CP at that time moved the kids out of state without notifiying me or the courts. After having the police locate them I was granted temp sole custody and primary placement in Dec 2005 ex remained out of state with her husband and other child. Child support hearing was not held until April 2005 ordering her to pay support.

May 2006 ex moved back to my state. In June 2006 placement was changed to 50/50. I requested child support stop since we had the kids equal periods. Child support was suspended as of August 2006.

December 2006 my ex husband physically abused my daughter and caused her to be in the hospital for 2 weeks. I again have primary placement with my ex only having supervised visits once a week. Criminal (felony) charges are pending against her husband. She is sticking by him and defending him.

In December I requested child support be reinstated in writing per the order suspending child support. It stated child support my be reinstated if at any time Mr. CMYKDS has primary placement and makes the request in writing. My ex filed an objection to the support being reinstated stating that CPS is working on getting the placement back to 50/50 which is incorrect, the kids are under protective care by CPS until Feb 2008, in my ex's county, and I have already filed paperwork here in our county (where the original order is) and the Judge granted the GAL binding interim authority on custody and placement, and our GAL has already filed an ex parte order granting me sole custody and primary placement with her only having limited supervised visits eff. Feb 2008 or whenever CPS releases jurisdiction. And that she has "another child to support by herself" and with daycare expenses and her other bills she cannot afford to pay child support.

I know that she will be ordered to pay at our hearing, even taking her other child into account according to the calculator for Wisconsin.

I have since found out a few other things, and I wondering if there can be any type of consequences for her. Our kids were receiving state funded health care, because I was working as an independent contractor and did not receive benefits until I was hired on as an employee and joined the union. As of January 1 2007 the kids and I are now covered under a health insurance policy through my work which isn't the greatest coverage $500 ded, office visit co-pays, etc... My ex has been working since she moved back here in May and I found out that she was eligible for health insurance coverage through her work back last July/August, and didn't put our kids on it. Is there anything that can be done, since she didn't? I hate when people use the system for these benefits when they really don't need it, it makes it harder for the people who do need the help to get it, and it is just wrong...

I just want to make sure since we are having a hearing due to her objection that I cover everything.

I know to ask for 1/2 of all medical, dental, counseling expenses. 1/2 of school expenses. What else? Can I ask that she maintain life insurance with the kids as beneficiaries, I've seen that in divorce cases I've looked at but we were never married. Its provided through her work. Is there anything else I'm missing?

Also I was wondering because our state child support agency can only enforce specific dollar amounts, which really would be impossible to figure for health care, do I just guestimate and ask for that amount. Or will I have to take her to court all of the time to make her pay? If the order just states 1/2 CS can't enforce it and I know she will claim to have not gotten receipts, etc. and not pay.
