What is the name of your state (only U.S. law)? Hawaii, I hope you can help me or please give me good advise. In Hawaii we have only one electric company call HELCO. Anyways, my name is the only one on the account. From jan 2013, my husband was suppose to have been paying the Helco monthly bill, but I found out in April that he was not paying the full amount and only making partial payments. So,in April a Field collector from Helco happen to come by the house when I was home and this is how I found out what was going on. The field collector told me that he was there to disconnect the electric unless I come up with $5,000. I said What? cause I did not know what was going on. No one from Helco called me. My husband was hiding all the disconnection notices from me all this time. The field director old me that my husband made payment arrangements with them and missed a payment. So, now he wants the full $5,000. I was shocked and called my husband at his work place. Then the field director wanted to speak to my husband and they came up with another payment plan. He said we now have to pay a $1000.00 per month and if we miss one payment, he will then disconnect the electric. So, now I find out my husband is sick for sometime and from August 2013 he can't work. His under the doctors care until he can go back to work. I called Helco to let them know our situation in August, and that we are waiting for insurance to kick in from my Husband work place. I told her just for the month of August and September we can continue paying the $1000.00 per month. The Helco agent said she will note this in the computer, but there is no gaurantee that the payments will change. I said ok. So, today Helco came by the house and disconnected the electric and told me they want now $8,0000. Then they will turn on the electric. This all could have been avoided if someone contacted me and I feel they spoke to my husband rather then the account holder which is me. Yes, my husband did wrong and he admits it and we now have a new born baby and a three yrs old Grand daughter. I told HELCO we do not have $8,000 to give them right now. Well, for them it was to bad.

$8,000?! Wow, for how many months?! Have you looked into any emergency utility assistance programs in your community? Or maybe HEAP? Check if the utility offers what's called a medical certificate. Your husband's doctor can sign a form stating that he has a medical condition, and the utility will reconnect your electricity and give you an additional 30 days to pay or get assistance with your bill.

And the reason you were not going to HELCO's web page once in a while to check to make sure the bill was being paid was?????????????

The account is in your name. That makes you responsible.
