What is the name of your state (only U.S. law)? California.

I owe some arrears to the California Dept. of Child Support Sevices.
I am getting old and want to invest some money in the stock market
for my retirement.
Which business entity should I set up that will be protected from
DCSS?

I doubt anyone on this forum is going to advise you on how to avoid your legal obligations. I recommend you pay your arrearage before thinking about investments.

Set up an account with DCSS and pay for the support of the children you created.
