High School Policy On Repeating Grade

I have a 13 year old son who started elementary school at the age of 4. He began high school this year at a private school and wishes to return to public school. For the past 5 years my husband and I have been considering how we could hold him back a year to make him age appropriate for his grade and have him begin college at the age of 18 instead of 17. He is a gifted student and strong academically. We would like to pull him from private school now (he is in 9th grade) and "home school" him until September at which time we would like to place him in our public school as a 9th grader again. I am having trouble getting anyone from our high school to tell me if I can do this, or how I go about it. I have heard every district has their own policy on repeating a grade at this level. In addition I was told that typically students don't repeat grades but if need be finish in continuation schoool. My son is not a candidate for that, we are just trying to place him where we feel he sociall/emotionally/age fits the best. We want him to feel comfortable and he has not been at the high school due to his age, etc. If you would please give me any advice on this subject, ie. do I have the right do demand placing him in 9th grade at our public school, and can I pull him from private before semester end as not to have any final semseter grades or credits? Please help I have been dealing with the school for a few weeks now and I'm running out of time. Thankyou.

What does your son wish to do? Seriously. If he repeats a grade that may not help him at all. There are other ways to allow him to catch up or mature and other avenues you can take.
