What is the name of your state (only U.S. law)? PA

Both parties are located in PA. Can a doctor refuse to give me copies of my medical records if I am unable to pay for them? thanks**************...

Yes he can. The records belong to the doctor, not you. If you need copies to give another doctor, have the new doc request the copies. Most doctors will supply other doctors copies of medical records as a professional courtesy.
