What is the name of your state (only U.S. law)? Maryland

I am submitting a proposal to a vendor who offers a software product that allows doctors to present their cases for board certification. The goal is to make this web-based. The saved data include Medical Record Numbers. Does this application need to be hosted on a “HIPAA-Compliant” provider, or is password protecting the application and encrypting the MRN sufficient.

If there is PHI that will be stored on the servers, then of course the servers need to be HIPAA compliant.
