In California -

Is it legal for my school's financial aid office to place a hold on my account based on the fact that I will not go into incredible detail concerning my personal health information - during a Satisfactory Academic Progress appeal? I have provided a statement with the initial information that was requested and one from my physician - but now they are asking for details such as my diagnosed medical condition, medications prescribed and treatments sought, etc.

I feel that this is violating the Minimum Necessary Standard found within the HIPAA Privacy Act.

If you give them the info, there is no violation of any law.

They are *asking* for information that I, and my doctor, am not willing to give. If they hold these federal funds "hostage" as a result - is that legal?

I hope that makes my question a little more clear.

This is not a HIPAA violation.

HIPAA does not, repeat, does NOT, prohibit anyone from ASKING for information. With very rare exceptions that do not apply here, HIPAA relates SOLELY to who can PROVIDE information.

Don't give the information, don't get the money. They have the duty to make sure that you are making Satisfactory Academic Progress; you've appealed their decision and now don't want to give them the information they need to make a determination? Right. Good going there. Bet you get tossed out of school and will have to repay the monies they've already spent on you.
