Hiring Staff in China with a PEO (without a legal entity)

Hello,

We are a trading company located in Florida. I need to hire one staff in China.

We are going to go through the PEO (Labor Dispatch) company located in Shanghai.

My question is as our headquarter is located in the USA and we will have no "official" presence in China, can we still be liable for our activities in China through our local "employee".
