Hit parked car

What is the name of your state? OR
Spouse has no insurance, expired license hit a parked car. He was making a right turn and the brakes didn't operate correctly (they pulled to one side) and the car skidded (it had been raining and the road was wet) into a parked car at the corner. The car was a 1981 Buick. Damage on the right front fender of my car (the lights weren't even broken) and damage on the left front fender of his car.
What's the best way to handle this? Police refused to show up and said to file a report.
They did not know about spouses license. No one is disputing fault.

The best way to handle this is to:
1. Get valid license (NOW).
2. Get valid insurance. You said that spouse has no insurance? Do you have insurance? Because if you do, then s/he should also.
3. Make arrangements to pay for the damage that was caused.

Is it necessary to file a report? No one was injured and the other car is 25 years old (couldn't find a value for it).
Do I need to tell my insurance company since I wasn't driving?
And last of all he din't tell me that he had a previous ticket for expiered license and speeding. I'm ticked (stupid me after 35 years)
What's the possible fallout for him? Besides the previous advice?
I will try to negotiate with the guy.

I'm still trying to understand how/why you have insurance, but not your husband?

I wouldn't notify them if they can't help you.

You must file an Accident and Insurance Report form with DMV within 72 hours when:
Damage to the vehicle you were driving is over $1,500, or
Damage to any vehicle is over $1,500 and any vehicle is towed from the scene as a result of damages from this accident, or
Injury or death resulted from this accident, or
Damages to any one person´s property other than a vehicle involved in this accident is over $1,500, or
You are the owner of the vehicle involved in a reportable accident and the driver fails to report the accident.

Thanks for your very quick answers.
Spouse is not on the insurance because he didn't take care of his license and stuff.
My son put me on his household policy and my part is as a separate policy. Does that make sense? Spouse was already in the soup before that
